Getting a Scooter license in the Philippines

Hi...Years ago after I was diagnosed as a diabetic ...I let my Drivers License Lapse cause I did not want to black out and run over somebody and riding a push bike gave me exercise which was good for a diabetic ...But with my impending trip to the Philippines I tried to get my licenses back but they could not give me a test ...They are booked up for over 2 months?????
I wonder how difficult it is to get a scooter license and how quick would it be as I have plans to jump off the plane onto a scooter.... ???
Failing that I presume I could have another try with the authorities here ...who would make sure I know all about the left hand rule.... Sorry?? Its right hand rule where I am going...Thanks Ron NZ
