Hi Fred,
According to the Foreign Investment Act, foreigners are prohibited from owning any equity in any mass media company (except recording), http://www.chanrobles.com/default3.htm#.XPH0uBYRUlQ. I would think this would also apply to an amateur radio station. I would suggest getting decent legal advice before moving forward.

There is a lot of options if you want to be a part of a radio field in Philippines: ph.jobsora.com/jobs-radio started out there too and I liked how much experience I got that helped me with journalism in the future. I definitely recommend it.
