Of course he can ask labour agencies in Malta if they offer such employment. Cruise ship companies here in Europe are Costa, MSC and Norwegian. There are also German and BRitish companies as well.
Just check out their websites for employment. As a former cruiseship passenger I know a lot of employees are hired by recruitment companies. Therefore just ask Google for cruiseship employment and you will see different offers. Unless, you work as a captain, do not expect the pay is high.
