Registering marriages for foreigners was pending a new directive which is already in effect now. Depending on where you are living, each sub-city has allocated 1 Woreda to register foreigner marriages. So in the case of Kirkos Sub-city, they have allocated Woreda 08. It is located right in front of the Inter Continental hotel.
They usually request a proof from your embassy that you are currently not married. Once you have that, they will depending on their waiting list give you an appointment. They request 4 witnesses, 2 from each side to be present and of course all of your passports, IDs (Visa).
