Work Permit | Single Permit in Belgium for Expats

Starting January 1, 2019, Belgium has begun with the new "single permit" process for the expats. Along with this, I have read some points below and I just wanted to confirm those points.

1. The duration of admissions to employment for highly-skilled workers will be extended from 12 months to 3 years.

So we can apply a work permit for 3 years in a single application?

is there any difference in the fees?

2. Migrant workers can gain access to the job market for an indefinite period of time after having worked in Belgium for 4 years.

So there is no need to complete 5 years before applying for PR?

Pls clarify.

Thanks in Advance.
