I read this:
"Parents who are employees in the Belgian system are each entitled to take parental leave of up to 4 months per child, before that child turns 12"
Does that apply to employees with kids who were born outside Belgium? I have been working for 1.5 years, does that mean I am entitled to 4 months leave per kid now?

Yes, you are entitled.
You get an allowance during this leave, (around 700 EUR I think) not your full salary.
