First of all thank you for this amazing platform which we can learn a lot from other people's experiences.
I would like get opinions, ways to move forward and best approach on our problem.
I am a computer engineer from Turkey and working as a qualified engineer here.
I have moved to Malta in June 2018, working for an I-gaming company with a decent amount of yearly salary(enough to sponsor). I have a residence card(bound to my company) and single work permit.
My girlfriend who is from Turkey like me and she is currently getting her masters degree in Italy. She will be graduated this year and we would like her to come here, first to live together and if possible she will try to get a job.
My questions are,
1- What is the best way for her to apply to live here? Family member? If she does that and gets employed, how will that work?
2- I am planning to move to another house this summer, should we have her name in rental declaration form?

Getting together with girlfriend for a Non-EU national
Travelling from Italy to Malta is easy. The borders are open. People who want a job can go an agency to ask them to find suitable employment. If a non EU national is the only suitable applicant a work permit will be granted. Of course that will take weeks, but the chances for certain jobs are good. Just find out if the qualifications of your girlfriend are in demand. At least there are many jobs where the knowledge of Italian is an asset. Otherwise if no suitable job is available just open a Kebab Restaurant. It seems the Maltese prefer Kebab to Gyros.
Hi Hanselmar, the problem is as I stated, she is Turkish. She only has residence permit as a student there. We want her to come live here and in the meantime she will look for jobs. Thanks for Kebab suggestion but a computer engineer and interior architect will look something better generally
As far as I know, as a TCN, she will have to do exactly the same as you, find a job then apply for a work visa through the employer and an annual residence card.
She is not a family member as you are not married so that route is closed to you. If you had been living together in a partnership for 2 years or more you may have had a chance as long as you had proof.

We are actually together for 5 years and lived in Turkey for 2 years so we can prove it.
But I wanted to learn about advantages and disadvantages on bringing her that way.

You may want to consider the following:
1) Once you are settled, you invite her as the friend in the 'Family & Friend Visitor' visa type C for maximum of 90 days and rinse, repeat until she finds herself work here which given the amount of construction she would easily find in the interior design industry. I know there are companies flying in as far as Romania for large corporate projects.
2) Family reunification for TCNs is after 2 years of you living here unless your gross salary is Eur36K in which case you can apply right away -- but in your case you'd still have to ask at Evans Building (ideally personally) the civil union part of being together for 5 years but not married.
