Getting married in Brazil

I am currently in Brazil for my sons wedding to a Brazilian girl. He has spent months getting all the necessary paper work together and came over at Christmas  to apply for the marriage licence which they submitted. It has been over 40 days since applying and it has been all rubber stamped.  Every day they are phoning and going to the Cartorio to see if the licence is in, and they just fob them off. It has now been stamped and approved by the judge, in fact they have seen the licence   but they will not hand it over to them, saying it has to be collected by an official. 
Time is now running out, as we all have to leave Brazil in a weeks time. It has been so stressful for them  costing a lot of time and money, and like bashing your head on a brick wall.
Can anyone help us please.

This sounds very frustrating.
It's hard to tell from your description what the holdup might be.  Are they planning on getting married at the Cartório, in a church, or in another venue with a judge presiding?   In any of these cases, if the wedding hasn't been scheduled yet with the agreement of the officiant, that could be why the Cartório is dragging their feet, and account for their references to "an official".
On the other hand, it could possibly be sheer bloodymindedness on the part of someone at the Cartório.  The best way to break through that might be for a calm, older Brazilian, perhaps someone from the bride's family to go to the Cartório with the fiancés, engage the staff in a non-confrontational, Brazilian style discussion, and get the real story.  This is a high touch society, and sometimes these difficulties just ... dissolve... with a different approach.
