Noc rule clarification

Hi ,
Could you please tell me after completing two years ,this NOC rule is applicable or not.
Now a days I heard that those who completed two years not required NOC.

My question is in line with the question posted by Indu, I have been working with the company in from last seven years, the same company sent me for assignment in Oman from Oct-17 till Oct-18. After completion of the project, the company canceled my VISA and send me back with all due diligence.

Recently, I have received an offer from Oman and wanted to encash opportunity however my present employer refusing to grant a NOC.

In the above case, as I have already worked with more than six years with my current employer can I join new job in Oman without NOC?

'The NOC rule states that any expatriate employee who resigns his / her job and exits Oman cannot return for a period of 2 years from the date of departure, until and unless the expatriate employee has his / her last employer's / sponsor's NOC.'

Sometimes, new employment visas are not getting issued even after the completion of the mandatory 2 years waiting period outside of Oman.

Also, sometimes, without the NOC some expatriate employees have been able to get new employment visas before the completion of 2-years.

NOC is a discretionary right of the employer, unless stated specifically in the employment contract; in that case, it becomes a contractual right.
