I would like to ask who issue the NOC as i am changing job within Malaysia.
As I understand the current issue the NOC. So the current company will submit it to MEDC or pass it to me and I pass to new company to submit to MEDC?

You get it and pass to new employer for them to send to immigration. Same system as any other paperwork you submit to new employer to make their application
