Hi,
No, you must be present for the opening of a Belgian bank account.
The only possibility in some exceptional cases is to have a bank account at HSBC (for example). You must ask the local branch to contact the Belgian branch to see if they can open an account under their own responsibility.

I do some search and found some banks already doing this already , my question is what is the best one of them in term of flexibility , ATM Spread and online services.
