I will tell you my experience.
To open a salary accoun in HSBC they ask me residence card, passport and a employment letter, the process took about 20 days (unbelievable)
and my debit card arrived almost 1 month later.
After that everything has been nice with that bank, even I can open more subaccounts with a new debit cards online, I can open overseas accounts by phone (to trasnsfer money overseas free of charge if you are ellegible).
I'm happy with the bank.

As per i Know Bank Muscat ll never allow you to open bank account without your Residence card,
Coz everything related to your Bank account is linked in your Card.
My suggestion ll be try to go to ROP and get your Residence card you ll get the card in same day. go at 8 AM so that it ll be done soon in just an hour.
