I applied for a student visa a month and a half ago it has now been more than 5 weeks since immigration office received my file. My medical certificate expired last Friday would that be a problem? And when should I expect my visa decision?

I already had a student visa but I got false information that in order to change universities I have to re-apply.

I got zero replies and I call them I get no answer.

You can be proactive and get a new medical certificate, scan it and send it to DOFI quoting your file number and explaining why are you sending a new one. If they need the original, they will ask you via the consulate.
