Universities usually advertise openings on their websites or they are done word of mouth within the academic and research community. There is a relatively new Chinese university campus here that often has positions on their website.

It's quite rare for foreigners to obtain the type of positions you mention.  The reason is returning academics have priority under the government scheme and job protection where immigration have a policy not to approve work permits where a Malaysian is available to do the job. Medical colleges and privately-owned medical universities (Manipal) are one of the exceptions, where overseas doctor specialists from academia are recruited. Biomedical positions of any type fall under a special area where only locally incorporated companies may have the ability to hire non-Malaysians.

There is one education website that may have some positions, its called Times Educational Supplement Jobs https://www.tes.com/jobs/browse/malaysi … variant=v2 Just recently they expanded their database to Lecturer positions.
