Renting commercial Property - Licenses???

Hey everyone,

So I am hoping to head over this next spring to start a ice cream shop. I know, I know there are hundreds already. I ran into something I don't understand and that is the process of obtaining a lease for commercial property.

Below I attach a link of an article where they say that you have to "transfer" a license from a pre-existing company to the new occupant. It doesn't seem like that big of a deal except that the proce can be 10,000 Euros or more. That just seems absurd. How is anyone starting businesses if they have to drop tens of thousands of euros just for the license?

Is this true about the cost and process for renting commercial property?
Are there any cheaper options?
