What does that men when it says All service charges included? Is power expensive? I'm thinking the air condition would be on a lot.

Service charges are what the owner should be paying for upkeep of the building. Tenants shouldn't pay those charges.
Electricity can be expensive and domestic bills over about rm220 now will pay SST tax. You can see the unit charges at TNB website. Expect to pay 500_1500 per month depending of a/c usage.
Ceiling fans are best health wise.
