He should find a job first, the employer makes the application.
If he is qualified and gets a job for MUR60k a month: he comes to Mauritius on business visa and employer does his occupation permit. If he is in IT sector, MUR30k per month is the minimum
If jobs less than MUR60k (except for IT) : he says in his country, employer applies for work permit / residence permit. He comes only when permit is approved.
No chance for a Citizenship - being honest ... unless through marrying a Mauritian and staying 4 years under this marriage on the island.
