Unemployment benefits

Hi there.  We have just moved to Czech for my job.  My wife is not working at the moment while she considers her options and settles in.  She has been to the job center to find out what is available but also to claim unemployment benefit but was told that she would not receive any as she has not been paying into the Czech system.  We have looked at the UK website which says you must be in the UK in order to claim.  My wife has been working UK for over 20 years, paying tax and NI.  Does anyone know how to claim and from who please?
