Types of visa for multiple entry into Malaysia?

Hello,
I would like to enquire regarding the type of visa for a foreigner in Malaysia for a few different scenarios, please correct me if there's any wrong information and kindly assist to answer the questions that i have below.

For someone that has already been in Malaysia for 5-6 years :

The requirement is that these visa has a card that allow the applicant to move through the immigration line without stamping on the passport, the benefit and restriction.

1. MM2H
- no longer has exemption from import duty of import car or tax free of a locally assembled car?
- not eligible to work below age 50, and can only invest in local Sdn Bhd company. Will this also apply if the person is a director/shareholder that already have a joint venture company in Malaysia?
- if the person already has a expat work permit, can he still apply for a MM2H?
- does this program gives him the freedom to move seamlessly through the immigration line without stamping on the passport?

2. Residency Pass Talent
- does this program gives him the freedom to move seamlessly through the immigration line without stamping on the passport?
- apart from the person not having to be tied to any employer and has a 10 years validity, is there any difference of applying for a ESD DP10 compared to this?

For new foreign investors :

1. Is it better for them to apply for MM2H or invest in Labuan work permit if the person has no intention of working in Malaysia, but only as an investors and to move freely in and out of Malaysia?

2. Does the person has to setup a company in Labuan to benefit from this visa or it can be in West Malaysia too?

2. If the person was blacklisted by the Malaysian Immigration Dept, is there an option for appeal or penalty pay to clear the person from the list and allow them re-entry into Malaysia under MM2H or Labuan work permit or the person has to wait out the 5 year ban before investing into any of them?

It is only possible to hold ONE type of immigration approval at any time. So would have to give up EP, DP etc. to obtain the MM2H

There is an e-gate system but it's not always in use. The passport stamps or e-gate receipts are used to apply for a Certificate of Residency for Double taxation benefits.

The Residency Pass is renewable but no other benefit for non-Malaysians,  except employers who don't qualify for an expat quota, or have used it up, can hire RTP holders.

MM2H requires liquid assets and a fixed deposit.

Labuan company needs  RM250,000 paid up capital to qualify for EP

You can live anywhere in West Malaysia. There are some overheads when having a Labuan incorporation as you have to use a Malaysian Company Secretary to run the company's legal status. Plus office, phone line, etc.

Thank you very much. Were you able to access mm2h.gov.my? I've been trying these for days but the website seemed to be non responding.

MTEP provide a very detailed information that answered my question regarding this new visa too!

Edited : Looking at RP-MTE, it seemed it is better to apply for RP-T should the person fulfils all the requirement for both visas?
