It's difficult to answer your question without knowing why your ID Card has been delayed. You should ask the Federal Police that, and ask about bringing your wife to Brazil at rhe same time.

If the protocolo has been recently issued then it should be having your RNE number mentioned on it as well.
Based on that technically your Cartorio should be able to issue an invitation letter however it all depends on the person you encounter in your Cartorio and whether or not they will want to accept the details on your Protocolo to do the needful.
Remember that a few things here depend 40 % on the paperwork that you have in hand and 60 % on the mood of the person that you have to deal with
