Yes, there are of course successful appeals, as well as rejections.
If your employer goes through the (min. 2 weeks) fair consideration framework and cannot find a local who can do the job instead of you, they can appeal and might have a good chance (provided you fulfil all the other requirements).

Yeap. The appeal was successful for me. Took about 14 days for the appeal!
