Buying a car as non-eu with permis se sedere

Hello,
I am studying in Romania I am non-eu with 6 years permis de sedere.
Do I have to pay the VAT tax while buying a new car from an official agency?
If yes, is it possible to avoid tax payment by signing it off on a non resident like my parent for example?

After 6 years does govt offer permanent  permis de sedere  like in Italy permesso di soggiorno or does it has a expiration/valid thru date on it ?

I don't think so , the Romanian immigration rules are very strict , whole eu is full of immigrants except eastern eu.

Just curious. Have you added all the various total costs of ownership?
For my own part, after adding purchase, taxes, insurance, parking, gas, maintenance, repair, traffic, et cetera I choose to walk, use the bus, and call taxis ocassionally. For weekend trips there is a rental.
