Is there a min salary requirement for the jobs that are eligible to apply for expats?

It's RM3000 per month but to get dependent passes it is RM5000 per month.
Only the employer/company can apply for a work permit (employment pass).
There are no personal applications unless the person is an owner of a company incorporated in Malaysia or in Labuan.

The real issue is employment passes are only granted to foreigners if they have skills that are not available among the Malaysian workforce. i.e. protectionist policy
The main areas for foreigners working in Malaysia are Information Technology and Education.
Experience:
Degree - 2-3 yrs relevant experience
Diploma - 5 yrs relevant experience
Certificate - 7 yrs relevant experience
