Is this even possible as an expat?
What licences are required?
How do we get established as a business - legally and financially
Any other key factors that need to be considered?

My official answer is to contact the chamber of commerce to get the best information.
My unofficial answer would be that is difficult to open a business here due.... uhm well let me say in a diplomatic way the local customs.
Although I like your idea and I think there is a market for a store for outdoor activities supplies but a check at your profile it would be only for two years?
