first of all i Egyptian and i apply for job in Belgium so may ask if Belgium company can process work permit for Egyptian like in duai or in gulf area

Any Belgian company can apply for work permit on your behalf - work permit B.

They can, however they would be unable to hire you unless you have a very special field that no one in Belgium or the EU could fill that job opening. They can't just go hiring people outside the EU who do not already have work permits, unless there is a very good reason to.
