Hi and welcome to the Forum.
I have no contacts in the car world of Holland/Germany. I can say that 2nd hand cars are not cheap in Holland/Germany. Most new cars on the road are on finance contracts and destined for dealerships as used stock at end of contract - that's true about most of Europe really; perhaps another option would be to try and buy accident write-offs from insurance companies? I would have thought you'd be better off buying out of Portugal; the shipping costs from Rotterdam to Cape Verde must be a lot higher than shipping from Lisbon.
