Unfortunately, I can't say anything about Hanoi regarding safe deposit boxes.
I have a safe deposit box at a Sacombank branch in HCMC and have had good experiences so far.
1.5 million dong a year for the smallest box (about DIN A4 format with approx. 6cm height).
To my knowledge Sacombank is the only bank in HCMC offering safe deposit boxes (only in one branch).
