There are no seasons in Singapore , and basically no differences throughout the year for anything.
Some employees wait with tendering their termination until after the Chinese New Year bonuses are paid, so the job market is livelier then. But since you already need a valid job offer to apply for your visa, that would not affect the timing of your move.
