It's difficult for you and your bf to get married in kuwait since you are in Indonesia.
Maybe if you have a job offer under visa 18 in kuwait then you can come here in kuwait and you and your bf can get married.

We need some legal papers required for getting married in Indonesia which he cannot provide due to some family situation in his country, India.
So that's why he suggested to get married in Kuwait.
