Marriage license application without personal appearance?

Hi, we are a Westerner-Filipino couple. We live together in North America. We would like to get a marriage license to get married in Phils without having to go back there just to get it. When we have the license, we would go to Phils to get married within the timeframe of the marriage license.

I've been advised that many municipal halls will accommodate marriage license applications without personal appearance of the couple. The municipal hall we went to in the Filipina's local area in Nuevo Ecija did not accommodate this. We would like to get married in Nueva Ecija province. Does anyone know of a municipality there that would accommodate a marriage license application without a personal appearance? Alternatively, Baguio City is another possibility, if persons know if its possible there.

Owing to distance and visa issues, a trip to Phils is a big deal for us so we would really only like to have to make 1 trip.
