National Permanent Residence Permit for those married only now?

I have a friend that has been living in Békéscsaba and he was reading up on National Permanent Residence Permits and i know last year it was you had to be in Hungary for 3yrs onwards. Today i looked and it says it is "only" for people with spouse or family in Hungary? But then it list "EXCEPTIONAL CIRCUMSTANCES" also.

Does anyone know if a person legally living in Hungary but NOT married to a Hungarian or have Hungarian family can now not get this permit?

Also, best to simply go to a local office of the Immigration and Asylum Office and ask. Someone there will speak English.

I looked at the above listed link.
It does seem to state that one must be a resident of Hungary for 3 years proceeding the filing of the application.
It does get complicated sometimes.
After filing and 3 years passing, no idea how long it takes after that.
