I am buying a car from Albania and need to know necessary documents to register the car i Germany.
I have ownership title and export license and plates. Do I need to pay V.A.T and duties at border?

Importing a non-EU car is very difficult and costly - not worth the effort in most cases.
If it's a normal car (not a collectors item), you better leave it abroad and buy the same or similar model here - used cars are cheap!
If you still want to import it, you better engage an experienced car import/export agent (some car dealers offer such services) to help you with the paperwork. If they have a workshop, they can also do the changes that might be required due to different safety standards.

I can only emphasize what Beppi wrote. But in addition to safety standards that have to be met, there are also strict emission control standards. Cars normally get bought in Germany and exported to Eastern Europe - not the other way around - unless a real collector’s item. This is so unusual that one should not be surprised if the car gets taken apart at the border looking for smuggled contraband.

If accepted, there should be a 10% import duty and 19% VAT applied.

Please check carefully with the Customs Office which documents you will need to bring with you as you will not be able to register your vehicle if you do not provide this information (absolutely no exceptions). Documents may include:

– A form of identification (passport or ID card)
– Residence registration papers (Anmeldeformular)
– Vehicle license plates and registration papers
– Proof that the vehicle is roadworthy if it is older than three years – (HU – Hauptuntersuchung) – General Inspection
– Receipt or bill of sale for the vehicle
– Proof of insurance (eVB Nummer – elektronische Versicherungsbestätigung) – you can obtain this number from your insurance company
– European Certificate of Conformity ( EG Übereinstimmungsbescheinigung) issued by the manufacturer or their agent
– A TÜV/DEKRA certificate of roadworthiness and emissions testing in accordance with § 21 STVZO, if you do not have a Certificate of Conformity
– Customs clearance certificate (if from a non-EU country)
direct debit authorization for vehicle taxation (Einzugsermächtigung für Kfz-Steuer)
