Moving down from the DC area to VSJ next month. We've used Consumer's Checkbook which works like Consumers Report but it focuses on local services instead. You pay for a subscription but it was well worth it. Unfortunately, they don't cover Puerto Rico.
Is there any kind of similar consumer review and rating of service providers in San Juan? Could be in Spanish or English.

No, only word-of-mouth. Nearly everything works based on personal networks and word-of-mouth.
