Job offer or service offer??

Dear moderators,

I really need to share about an incident related to a post on https://www.expat.com

Browsing the site for interpreting offers, I bumped into a post that looks like a job offer, as shwon in the link below. I called the poster to ask about for more details but the guy who is seemingly looking for clients and not offering a job, was extremely rude to me, he insisted that it is not an offer and adviced me not to 'hit around the bush' but ask right away for a job since I need one....to top it all he ended by saying that  he thinks that ''I can neither read nor speak'' and hang up.
I am aware of the efforts the site moderators are making so that every post ends up on the right thread, but I really hope there is a way to make sure no one has to experience what I have just been through. 

Please let me know if there is anything I missed.

The link I in the OP was missing, I just wanted to show that it is under the category of jobs.

Ozitoun I was not deleted indeed !
The post may be confusing, but this is not a reason to be rude to people who call to ask about it. He could have told me I am offering my services or I am looking for clients upfront! Why nurtur the confusion ?  He was not professional to say the least!
