Hi,
I am currently working in UK on ICT Tier2 Visa. I am an Indian national and wish to apply for work permit for Belgium.
Do I need to visit India for the visa application or can this be done in Indian Embassy at UK?
Also can the PCC be obtained in UK itself as I hold a valid BRP in UK?

You cannot apply for a work permit - your employer needs to (assuming you secured a job in Belgium), and this needs to be done in Belgium.
Once you have the work permit, as you are a UK resident, you can apply for your Belgian visa in the Belgian consulate in UK.
Which PCCs are required - this is in the documentation list you will find in consulate website (pointed to you in the above response).
