Belgian driving licence - living here for 4 years

I would like to exchange my non-EU driving licence to a belgian one. However, I have the information that it is not possible for people that live longer than 1 year in Belgium and I have been living in Belgium for more than 4 years. (I should check with my commune)

If they do not allow me to exchange, how do I get the licence? Should I pass the theory and practical test? How much does that cost? I have been driving for 10 years.
