What is an Expat Resident? Is it similar to non-resident?

An expat resident is someone from another country who is currently working and living here in PNG usually on a 2 - 3 year contract who would normally return to his or her country of origin at the end of their contract. A non-resident is some who is currently does not live here in PNG.
