Hi there, i have been trying to contact the chinese consulate without luck, has anyone contacted them directly before (not the automated record), or knows if this consulate will offer chinese visa services for expats, i am not actually located in ho chi minh therefor would like to avoid to get there for nothing.

Hi Fed, I did try contact to China Consulate in Vietnam before, but it seems operator only work like 4pm onwards few hours. Its very difficult to reach them. Good Luck anyways. Perhaps you can get a local agent to help you on this.
