Can we apply for residence permit after overstaying?

My family and I came to Kirsehir, Turkey, from Afghanistan on a 90 day visa.
We decided to purchase a real estate, in order to obtain a residence permit and extend our visa period.
But we just realized that our duration of stay was actually 30 days and it had expired on 8th Dec, despite the date of end of visa being 12th Jan.
We got our appointment letter on 16th Dec, when we had overstayed 8 days longer.

But isn't the appointment valid now? can't we apply for the residence permit now? We have purchased a real estate, obtained tax number and the insurance documents, opened a bank account and done all else that it required.

The turkish authorities will tolerate upto 10 days overstay. No problem there. At the appointment u can state to the official that u want to pay the 8 day overstay fine, if there will be one.

The appointment was dated on 29th Dec. When we got there, they pointed to us that we took the application form 8 days after the stay duration had expired. And on this basis only, they refused the application. Although all the other documents were complete, and according to them, had no problem.

Why is that now?

An important thing to be mentioned here, is that we went to the department in Kirsehir, as that is where we reside. If this helps any.
