Hello , I'm ana from Brazil , my boyfriend born in Afghanistan and have permesso di soggiorno in Italy with tilolo di viaggio per stranieri, but he lives in London. For he goes to Brazil as tourists we need to ask visa for him as Italian or Afghanistan?

It's saying titolo di viaggio per stranieri in the cover
Looks like a passaport have the blank pages for visa
And inside it's writing permesso di soggiorno

I suggest your boyfriend visits the Brazilian embassy in London in order to apply for a visa. Whether they then stamp it in his Afghan passport or/and in his Italian paper does not really matter, does it?
Anyway, they would know the proper procedure in his case.
