Not sure on the resellers. Buying online is a nightmare....now all regional....Visa issue by US bank with Nam address...crazy but they will not take. Had same issue with Office 365. Just got back fro Business trip in Kuala Lumpur and had to buy Office 2016

It seems, resellers are your best options.
On Adobe forum that's what they suggested to someone trying to buy their product from Vietnam. (Jan 2016) https://forums.adobe.com/thread/2055500
Get in touch with them and ask if they can source it for you. I think they can.
Adobe has some restrictions on ID-location-card matching etc. A local card or Paypal could be a possible work around.
