I assume you are looking for pulse rate. Perhaps in the big electronics stores. Most of them sell Omron brand blood pressure meters. Omron is a Japanese company but they have a plant in Binh Duong Province. What you seek may be in the same display case. Maybe one of those fingertip types.

Cho ray hospital have them for heart diagnosis. Im sure they would sell you one for a few hundred .
