I am looking to visit Penang and assess for long term living. How long can you stay without visa issues etc?

Potentially. Immigration can be quite difficult these days, with short re-entry times sometimes approved. A couple of 90 day re-entries will probably be possible. If you leave between 80th and 89th day you must be outside Malaysia for 7 full days.
