My husband is in the process of obtaining a job in dresden. I am a qualified teacher. What is the rules /regulations regarding work permits? Do I have to get my own work permit when we arrive?

Yes, if you also want to work you need your own work permit.
A recognised educational degree and good German language skills (level C1 or better) are required for teacher's jobs. Also, the employer would have to show that there are no suitably skilled EU nationals (whioch need to be hired first). If that is not possible, you could try to apply as "Native Speaker" in a child care centre, which are in demand (but badly paid).
