How to Apostille an NBI Clearance in Ecuador

Hello. We are volunteer teachers in Ecuador and we trying to process our work visa. Unfortunately, the Ministry of Foreign Affairs refused to accept our criminal background document (NBI Clearance) because it needs to be apostilled first, We already have it authenticated (red ribbon) from the Department of Foreign Affairs in the Philippines but the foundation who hired us said it cannot be accepted because it must have the word "APOSTILLE" written on it. My colleague paid $60 in the Philippine Embassy in Guayaquil but I am having second thoughts about this since the price on the receipt is $25 only and obviously they paid more, and it looks like it was just stamped with "Authentic" not "Apostille". Please help.
