You can apply for teaching jobs at normal schools if you have a educational university degree that is recognised in Germany (check ANABIN to see if yours is), plus very good German language skills (C1 level or better).
Appointments are managed by the "Regierungspraesidium des Kultusministeriums" (regional council of the ministry for education) of each of the 16 "Laender" (provinces). Application processes are quite buerocratic and all paperwork should be in German language.
