Hello
I was reading that if i live permanently in Malta and my earning money do not come to Malta then i would not pay income taxes?
thanks

yes income not sent to malta is not taxed, your country of origin might still tax it.

However if you live in malta and do all the work here, it becomes harder to do that and stay legit.  Speak to a professional.

Once living here everybody has to register with the tax office.

This is irrelevant.  You register and declare your income, the questions is which part do you pay tax on.

Registering does not mean everything is taxed.  You are taxed based on the non dom system.
