German landlords are (for good reasons) very conservative and would not give you a room or flat without having met you.
Thus I recommend you book a few weeks of temporary accommodation (hotel, B&B, serviced apartment, etc.) and start your apartment search once you are here.

As @beppi mentioned, its a good idea to come here and search for an apartment. Its not an easy thing to find online for a place to live in Duisburg. You should also try airbnb for temporary accommodation.
