Bar No.5 located at 44-46 Pasteur Street, Q1 is considered cheapest in town @ VND130,000 from 3:00pm~7:00pm. There are few other pubs located on the same street but open at 4pm or 5pm also offer for such Happy Hour.

I have been to No 5. Was thinking of other places. Polo club was good at one time but the setup is getting very old. Sofa is kinda mouldy as well.
