er... really? Doesn't it depend on nationality. I mean, if your British and you turn up at the Causeway border, you'll just get the same visa on arrival you'd get at the airport right? That's why I've asked for the OP's nationality.
Doesn't matter if they're coming from Saudi on final exit or with a valid Saudi iqama does it?
Maybe I've missed something here...

He's Filipino , I opened his profile and got to know it .
If you're eligible for on-arrival you can get it from any immigration point 
Plus if you got Saudi Iqama , any nationality can enter Bahrain . Based on Iqama you get on arrival , but if he's on final exit , then he can't as his Iqama will be canceled .
